Thus saith the LORD; Behold, I will raise up against Babylon, and against them that dwell in the midst of them that rise up against me, a destroying wind;

Modern-day Babylon is America, pursuing to Revelation 18. Destroying wind: The nuclear missiles that will destroy America, Revelation 7:1

Breakdown

Fanners:All the nations (Obadiah 1:7) will come together and help "fan" the flames that will burn America. Shall empty her land: All the people left in America when the missiles start dropping will be dropped, and no-one will live there again (Jeremiah 50:13)

nations are mad Mad, as in angry, because things aren't going in the way that they expected them too; also mad as in mentally, because the nations have become corrupt like America.
