The black horse represents judgement and also the time that the Children of Israel were taken to the Americas to serve slavery. balances really means yoke (ζυγός (zü-go's)), i.e. slavery (Deuteronomy 28:48).

It was originally comprised of Belgium, Denmark, France, Italy, Luxembourg, Netherlands, Greece, Spain & Portugal, England & Ireland, West Germany. (Same as the ten toes spoken of in Daniel 2).
