The sea (Mediterranean Sea) represents peoples, nations, tongues and kings (Revelation 17:15). seven heads - Seven Kingdoms (Germania Major, Germania Minor, Italy, Greece, France, Spain, Britain). The ten horns represent the common market or the European Economic Community (EEC/EU) established in 1958. It was originally comprised of Belgium, Denmark, France, Italy, Luxembourg, Netherlands, Greece, Spain & Portugal, England & Ireland, West Germany. (Same as the ten toes spoken of in Daniel 2).
