At first, this applied to Israel, now it refers to America. America will be destroyed off of the face of the earth and never inhabited again (Jeremiah 50:12-13). Utterly is used because the majority of Israel will be destroyed. E.g., two-thirds of the Israelites in America will be killed, pursuing to Zechariah 13:8
