This verse proves that God here is referring to more than one entity. The image is referring to order, i.e. the laws. let them have dominion Man was given power over all the animals. During the time of Adam and Noah, all animals feared man (Genesis 9:2). The animals will go back to being in fear in the Kingdom of Israel (Isaiah 11:8). Note Man had already been created at this point, but the angels were saying "let's make man different from the animals", "let's give them the laws and order".
