Man was given power over all the animals. During the time of Adam and Noah, all animals feared man (Genesis 9:2). The animals will go back to being in fear in the Kingdom of Israel (Isaiah 11:8). Note Man had already been created at this point, but the angels were saying "let's make man different from the animals", "let's give them the laws and order".
